The Hub Shifts: Ministers Confirm E124 Million Bus Rank Handover Date Ahead of Manzini Mall Construction

The transformation of Eswatini’s commercial hub is about to enter its most complex operational phase. In a high-level strategic meeting, the Minister of Commerce, Industry, and Trade, Manqoba Khumalo, alongside the Minister of Housing and Urban Development, Appolo Maphalala, met to finalize the progress reports on the multi-billion emalangeni Manzini Mall Development and the imminent relocation of the main bus rank.

This milestone marks the end of the preparatory phase and clears the deck for full-scale commercial construction.

The E124 Million Foundation Phase

The groundwork for this massive urban overhaul began on 25 July 2025 under the civil engineering expertise of contractor Stefanutti Stocks. Tasked with delivering the temporary bus rank infrastructure within an 18-month contract window, the project carries an estimated cost of E124,000,000.

Because shifting the transport heartbeat of a city impacts thousands of livelihoods, the government has spent months conducting extensive stakeholder engagements. Consultations have spanned the Manzini Public Transport Associations, the National Road Transport Association Council, Road Transportation Departments, local informal vendors, and the broader Manzini business community to ensure a seamless transition.

The timeline is now locked in: The official handover of the temporary bus rank site is scheduled for 19 June 2026, with full transport operations legally commencing at the new locations on 20 June 2026.

The New Transport & Vendor Grid

To prevent gridlock, the Ministry of Housing and Urban Development has mapped out a strict, decentralized traffic and vendor relocation framework:

Public Transport Logistics

  • Cross-Border Transport: All cross-border public vehicles will be permanently routed to operate from Riverstone.
  • Eastern Corridor Transport: Vehicles passing through the prominent Nazarene traffic lights (Nazarene robot) will now utilize the Old Trade Fair Bus Rank.

Informal Sector & Vendor Realignment

Recognizing micro-traders as vital to the Manzini economic fabric, a total of 749 informal businesses have been allocated dedicated, serviced spaces across three primary zones:

  • 422 Vendors are being systematically relocated to the Old Trade Fair.
  • 277 Vendors will take up operations at the Trade Hub.
  • 50 Vendors will be accommodated at the Satellite Bus Rank.

Moving Toward the Mega-Mall Tender

”As a ministry, we support private sector investment and we are happy the elapsing phase is coming to an end,” Minister Manqoba Khumalo stated during the brief. “We now move forward with the next mall construction tender award to WBHO and J&E. Manzini will not be the same after this project.”

Minister Khumalo extended formal appreciation to the Manzini City Council, the Ministry of Housing and Urban Development, and the Transport Department for working together to navigate the massive logistical hurdles.

📈 THE SOURCE VERDICT

THE STRATEGIC ANALYSIS: Relocating the primary transport hub of a major city is one of the toughest logistical challenges a government can face. By matching the E124 million infrastructure spend with a highly detailed, numerical relocation plan for 749 micro-vendors, the ministries are mitigating the risk of economic displacement.

THE DEVELOPMENT OUTLOOK: Stefanutti Stocks delivering the platform on time means the WBHO and J&E Joint Venture can move in with absolute velocity. The short-term disruption over the weekend of June 19–20 is a necessary pivot to unlock thousands of long-term construction and permanent retail jobs. This is urban revitalization executed with corporate precision. Execution over theory wins.
